Financial Disclosure

In the fall of 1990, The New York State Commission on Public Integrity (formerly the New York State Ethics Commission) commenced requiring State University of New York academic employees to file annual financial disclosure statements. State University faculty (except Librarians) who have annual state salaries of at least $84,863 must file the financial disclosure statement by November 15, 2009. Please note that you will have 30 days from the receipt date of your email from the Commission to file your statement.

The NYS Commission on Public Integrity will notify you via email that you are required to file the financial disclosure statement. In the interest of cost savings, The NYS Commission on Public Integrity will email you an ID number and a password for filing online. Filings may be made by either remitting a paper version of the form to the commission, available at: http://www.nyintegrity.org/forms/ethc/pdfs/webFDS2008.pdf or filing electronically via the Commission's Internet based e-filing system at http://www.nyintegrity.org/.

In addition, academic employees who have not been designated as policymakers, will be eligible to file for an exemption from the disclosure reporting requirements pursuant to Executive Law section 94(9)(K). The Commission will render its determination based on a review of job duties and a certification by the academic employee that, during the reporting year, he or she was not involved in grant activity or any other activity that would preclude the Commission from granting the exemption request. This year the commission will not require academic employees with existing exemptions from the Commission to reapply for an exemption unless either their duties or grant activities have changed. Exemption requests must be postmarked no later than November 1, 2009 for the November 15, 2009 filing deadline. Please note that there is an administrative late fee of $100 that will be assessed by The Commission on Public Integrity to filers who do not file by the November 15th deadline. Please note that you will have 30 days from the receipt date of your email from the Commission to file your statement. Therefore, to avoid the late fee, all 2008 Statements of Financial Disclosure must be received by 30 days from the receipt of your email notification.


In order to comply with the requirements of Federal Sponsors and UB’s Investigator Disclosure Policy, any person who will be responsible for the design, conduct or reporting of a sponsored program must also file an “Annual Disclosure of Significant Financial Interests and Significant Obligations”. An Annual Disclosure must be filed with your Dean prior to submission of any proposal to an external sponsor after November 15, 2009. It is advisable that you submit your Annual Disclosure prior to November 15, 2009 so as to ensure that submissions of proposals after November 15th will not be delayed. The Annual Disclosure form, formerly known as the SUNY-2-UB, is found at www.research.buffalo.edu/forms/spa/financial_disclosure.pdf. Changes in significant financial interests and obligations are to be reported to your dean as they occur. It is not necessary to submit an Annual Disclosure with every grant application.
