The New York State Commission on Public Integrity requires State University of New York professional employees file annual financial disclosure statements. State University professional employees who have annual state salaries of at least $84,863 must file the financial disclosure statement by May 15, 2009.
The Commission on Public Integrity will notify you via email at your “buffalo.edu” email address that you are required to file the financial disclosure statement. For purposes of identifying their email to you; the Commission’s email will end in @nyintegrity.org. Filings may be made by either remitting a paper version of the form to the commission, available at: http://www.nyintegrity.org/forms/ethc/pdfs/webFDS2008.pdf or filing electronically via the Commission's Internet based e-filing system at http://www.nyintegrity.org/.
In addition, professional employees who have not been designated as policymakers, will be eligible to file for an exemption from the disclosure reporting requirements pursuant to Executive Law section 94(9)(K). The Commission will render its determination based on a review of job duties and a certification by the employee that, during the reporting year, he or she was not involved in grant activity or any other activity that would preclude the Commission from granting the exemption request. This year the commission will not require employees with existing exemptions from the Commission to reapply for an exemption unless either their duties or grant activities have changed. Exemption requests must be postmarked no later than March 31, 2009 for the May 15, 2009 filing deadline. Please note that there is an administrative late fee of $100 that will be assessed by The Commission on Public Integrity to filers who do not file by the May 15th deadline. Therefore, to avoid the late fee, all 2008 Statements of Financial Disclosure must be received by May 15, 2009. A major change for the 2008 filing is that pursuant to the Chapter 14 of the Laws of 2007 (Public Employees Ethics Reform Act) penalties for violations of the Public Officers Law §73 increased from a maximum of $10,000 to $40,000. Notices of Delinquency for failure to file the financial disclosure statement in a timely manner will also be posted on the Commission’s website.
Please note that officers and employees who leave State service or transfer to a non-qualifying position after the filing deadline of May 15, 2009 are still required to file the 2008 financial disclosure statement.
